Partnering with Johnson’s environmental team, planners gather data and provide analyses that apply environmental issues to a broader context, promoting informed decision-making. This level of expertise supports the successful development of environmental assessments and impact statements; natural resource management; environmental regulations; and technical, economic, and risk analyses. Some examples of Johnson Engineering’s work in these areas include the provision of analyses and supporting documentation for environmental resource permitting, needs analyses for mitigation banks, the writing of environmental regulations for comprehensive plan amendments, planned unit development applications, and preservation of open space for natural resources management.

Geographical Information Systems (GIS) Support Services

Johnson Engineering has been providing Geographic Information Systems (GIS) services to various public and private clients since 1996. This work has allowed the firm to develop a large collection of GIS compatible Raster and Vector data. The GIS department is equipped with ESRI, the leader in GIS technology software, desktop, mobile, and server products. The firm is also equipped with state-of-the-art sub-foot accuracy mobile GPS data loggers and mobile GIS software which enables staff to effectively and accurately collect larger and more meaningful datasets in a shorter amount of time. The firm’s technology and experience has been valuable in preparing ecological inventories, restoration plans, and mapping boundaries of plant communities and occurrences of listed species. GIS is an integral tool that Johnson Engineering uses routinely for its projects.

EXPERIENCE
The environmental market group at Johnson Engineering currently manages the Lee County Port Authority Environmental and Planning contract. Responsibilities under this contract include design, implementation and management of a 7,000-acre Mitigation Park, Hazardous Wildlife Assessments, long-term airport planning and mitigation analysis, and managing numerous sub-consultants to conduct airport planning and remediation activities.
The firm has conducted several PD&E studies for state and local road projects for Florida Department of Transportation. Environmental permitting and PD&E studies have included wetland assessments, mitigation planning and implementation, listed species assessments, and wildlife crossing design and specifications.
Ecologists on staff have also conducted a three-year study for the South Florida Water Management District along the Kissimmee River Corridor documenting river restoration effects on nesting Crested Caracaras. The project involved habitat assessment for 35-mile square miles, documenting nesting activities, conducting home-range analysis, and radio tracking banded caracaras in the study area.
Johnson Engineering’s ecologists serve on various committees including serving as the Chair for the Agency for (Estero) Bay Management (ABM). The ABM is a non-regulatory advisory committee to the Southwest Florida Regional Planning Council. The ABM collects and maintains data and provides comments to regulatory agencies on issues affecting the watershed.
EarthMark – Estero Bay Cumulative Impact Assessment Model
Johnson Engineering developed a functional metrics landscape pattern model using ArcGIS Spatial Analyst and Model Builder to estimate a score for wetland function within the Estero Basin Watershed. The model featured a series of sub-models, with each representing a separate variable of wetland function across the landscape. The model resulted in a tool that will assist the South Florida Water Management District with Cumulative Impact Assessments.

PHILOSOPHY
Johnson Engineering believes the key to a successful environmental project is effective communication and coordination between team members. To ensure the team understands the common goals, all participants will first be provided with written direction in the form of a project notebook to define their responsibilities and establish open lines of communication. The contents of the project notebook typically contain: contract materials such as terms, conditions and scope of work, schedule and list of deliverables, and organization chart depicting project participants, directory of project contacts (e.g., names, affiliations, roles, mailing addresses, email addresses, phone numbers, and FAX numbers), and any special considerations that are unique to the project.
Effective communication is a two-way street that involves receiving and disseminating information. In addition to written reports and directions, the Johnson Engineering project team will meet regularly with designated personnel to keep them informed on the progress of the project, discuss work to be performed, and provide recommendations on critical issues. The project team will also be available for unscheduled meetings, as needed, to resolve situations needing immediate attention. Effective project management requires an understanding of the responsibilities and expectations of all members. A master schedule, identifying start and completion dates for major tasks will be created, updated as necessary, and distributed to team members.

Performs field work and associated paperwork required for potential development, maintenance or improvement of a project site or off-site mitigation area. Conducts environmental due diligence, designs and implements monitoring plans, and writes technical reports to meet client needs.

• Performs field work including flagging wetland/upland jurisdictional lines, monitoring of specific sites, protected species surveys, survey locating previously flagged lines preliminary site visits for mapping purposes, relocation of protected flora and fauna

• Researches land titles and obtains permits for various land development projects.
• Reviews site plans, working drawings, specifications, and cost estimates for land development, showing ground contours, vegetation, locations of structures, and such facilities as roads, walks, parking areas, fences, walls, and utilities, coordinating arrangement of existing and proposed land features and structures.

• Provides the appropriate level of design services based on the client feedback and regulatory agency requirements in a professional manner with appropriate levels of client interaction on a regular basis.
• Hand and digital graphic illustration work including 3D Visualization, SketchUp, Photoshop and InDesign.
• Designs Concept Site Plans or schematic plans based on the clients’ request.
• Compiles and analyzes data on such site conditions as geographic location; soil, vegetation, and rock features; drainage; location of structures for preparation of environmental impact report and development of landscape plans.
• Completes field surveys, write and publish reports, draw plans, and coordinate specialists who provide technical analysis in areas such as geology, biology, hydrology and archeology.
