Andrew Tilton, P.E.

Andy is the director of the water resources market group. He has been with Johnson Engineering since 1978 and is a shareholder of the company. Andy has completed the surface water management design and permitting for the expansion of the Southwest Florida International Airport, with total costs exceeding $400 million. Andy is District Engineer for Telegraph Cypress Water Management District. The District covers about 28 square miles in Charlotte and Lee Counties. He is also the District Engineer for several Community Development Districts in Lee and Collier Counties. Andy has served as the senior engineer for surface water on many of the firm’s roadway projects for Lee County Department of Transportation, City of Cape Coral, City of Fort Myers, Collier County and the Florida Department of Transportation. He provides direction for monitoring, permitting, design and construction related issues. Andy is very active in the conceptual phase of the larger projects. He transitions the work to the water resource team members as the project is designed and permitted. Andy is currently working on four mixed used developments, which range in size from 300 acres to about 18,000 acres and are located in Charlotte, Hendry, Glades and Lee Counties. Each project has watershed level issues to determine related to backwater profiles for setting site elevations and flood analysis, setting control elevations, measuring flows for calibration and working with the groundwater and environmental considerations of each site.

 

Archie Grant, P.E., P.S.M.

Archie began his career at Johnson Engineering in 1967 as the company’s President. His leadership propelled the company forward for twelve successful years. He brings significant unrivaled comprehension of water management to our clients. Archie’s historical knowledge of Southwest Florida landscape is unsurpassed. Archie has made both aerial and field reconnaissance missions during some of Southwest Florida’s most historic floods. In the 1970’s Archie worked directly with Fred Babcock to organize and secure governmental approval of the Telegraph Cypress Water Management District. He served as the first District Engineer and designed the original Water Management System for what is now known as Babcock Ranch. He’s served on the Governor’s Lake Okeechobee Technical Advisory Council, which he chaired in 1988, the South Florida Water Management District’s Caloosahatchee Advisory Committee, the Lower West Coast Water Supply Plan Advisory Committee, and the Lee County Regional Water Supply Authority.

 

David Willems, P.E.

David currently directs the surface water management team and works on projects with all market groups within Johnson Engineering. David’s experience includes work on several schools, roadway designs, site developments, and various environmental projects. His experience in preparing and processing NPDES, U.S. Army Corps of Engineers, Florida Department of Environmental Protection, Lee County, Collier County and South Florida Water Management District stormwater management plans and permits is extensive. He has been the lead stormwater engineer at Florida Gulf Coast University, Canterbury School, Collier County Middle School EE, the Treviso Bay subdivision, the Calusa Pines subdivision and many other projects in Collier and Lee Counties. David’s relationships with the permitting agencies and reviewers enables our permit applications to efficiently move through the permitting process.

 

David Robson, P.E.

David joined the Water Resources section of Johnson Engineering in April of 2005. He works with clients on general engineering projects, NPDES permitting and compliance, and asset management for CDD’s located throughout Lee and Collier Counties.

David has past experience working with irrigation, drainage, project management, and facilities management for a horticultural operations company with five U.S. facilities and a South American production facility. He also served on agricultural community committees for the Southwest Florida Restudy and Florida Department of Agriculture and Consumer Services Best Management Practices development, and continuing membership in the agricultural engineering societies SE-303 committee.

 

Amy Wicks, P.E., LEED AP

Amy is a water resources engineer on the surface water management team. She specializes in ERP permitting for both the South Florida and Southwest Florida Water Management Districts. Amy has experience in the design of stormwater systems for residential and commercial developments as well as roadway and municipal projects. Amy assisted in the design and permitting of the surface water management system for the Piper Road and Del Prado Boulevard roadway expansion projects. She assist in the application for a development of regional impact (DRI) and design the surface water management system for the 5000 + acre mixed use development South LaBelle Village, located in LaBelle, Florida. She also has experience with the new FDEP Nutrient Loading requirements.

 

Ricardo Acosta, P.E.

Rick is a stormwater engineer on the surface water management team. He handles the design and permitting of surface water management systems that service mixed use developments, roadways and municipal projects. He has prior experience working on the design and construction management of the Southwest Florida International Airport expansion project and determining quantities for pay, participating in resolution of design and construction related issues, and in contract close-out documentation.
